Most people either have Word or WordPerfect or can obtain a copy easily. That suggests a simple, systematic approach to getting your Frame documents reviewed:
- In Frame, export the text to RTF or HTML or some other format the word processor can open.
- Ask the reviewers to open the document in their word processor and use the word processor's commenting or revision tracking features to edit the document.
- Copy the changes manually back into Frame. (N.B.: Don't _reimport_ the reviewed file. Far too much work and risk of error.)

It's cheap, it's relatively efficient, and it works--I've done it. In theory, you should also be able to do this for SGML documents, which are ASCII. Haven't tried this, but can't see any reason why it wouldn't work.

One note: If you're editing source documents rather than copying changes back into the original authoring software, you have to be very careful to prevent reviewers from deleting such things as HTML tags. The person who reviews and accepts or rejects the edits must be very careful to make sure the tags remain intact.
