My previous employer allowed me to work from home as long as I had a
legitimate reason (i.e., stay home with a sick child, bad road
conditions, etc.) that other staff couldn't find fault with. She trusted
me fully and would have allowed me to work from home regularly, but she
knew that less motivated employees would also want to work from home. It
was a precedent she wasn't willing to set.
In my current environment (larger organization), only those recovering
from surgery or chemo are allowed to work from home. My sense is that
the administration feels the same as my old boss: although there are
some employees who can be trusted to be productive at home, there are
many more who would be distracted by the call of backyards, housework,
telephones, children, and televisions. It's just not worth the
headaches--telecommuters are hard to supervise and their co-workers
scream inequity.
