As the author himself says, it's a rant, and apparently not directed at the
skilled Word user. Cottrell writes:

"Now there *is* a way of specifying the structural status of bits of text in
(for instance) Microsoft Word. You *can*, if you are careful, achieve
effects such as changing the appearance of all section headings with one
command. But few users of Word exploit this consistently, and that is not
surprising: the WYSIWYG approach does not encourage concern with structure."

If you're familiar with styles and templates, there's no reason to shun
WYSIWYG. And I don't need anyone to "encourage" my concern with structure --
I'm a tech writer, for Pete's sake!
