How does an application examine eye movement? Is there some sort of
scanner hardware that has to be added to the computer?

I think what you saw here is or at least could be the field test of the
newest generation of data mining software. One of these days it will not
only record the web sites you visit and track time on each one, but will
measure how long your eyes linger on certain images so site developers can
tailor the interface to use only those images that provide the "most bang
for the buck" for individuals. It makes me think of those advertising
projectors in "Minority Report."
