Import HTML into Outlook message?

I want to be able to compose an HTML file (using embedded CSS styling) in a tool of my choice and use it as a message text in Outlook.

I don't want it to be an attachment, causing the recipient to have to spend another step to open the message -- I want it visible as the text of the message.

I've tried various schemes, and came close, but lost some of the formatting.

If, for example, I open the HTML file in IE (where it displays with the desired formatting, and do CTRL+A to select all, and CTRL+C to copy all, and then start an OUTLOOK mail message and paste the text in there, it loses some formatting (specifically the bolding and lareer-fonting of headings).

Ideas?
