I believe that's also a point that the folks at Information Mapping make, to
enable quick scan of a document for the specific sections (they at least at
one time called them "information blocks" instead of paragraphs) of interest
to the current reader. It really makes an eye-popping difference in
readability. It can also show that the writer is aware of what readers
actually need from the document.
