There really is no reason to think the existing QXDs could not be maintained
in a new version of QuarkXPress

2 years ago, QuarkXPress had around 85% of the market share in it's domain.
While InDesign has acquired a fraction of this market, QuarkXPress isn't
going away.

So, the only reason I'd see for the switch is a preference for Adobe
products and/or a dislike of Quark products.

I can't give you a direct answer to your question (I assume someone else
will), but before you buy Quark for the PC, consider buying InDesign for the
PC. It _should_ be able to open the Quark files, although there may be some
gotcha in terms of the way they were saved on the Mac and then opening them
on a PC. You'd have to do a little research on that question.

In any case, once you have imported them into InDesign, you should be in a
better position to maintain them going forward.
