There is actually some truth to that. Our ability to store and retrieve memories is connected to our emotional state at the time (see Proust).

I recall reading about a study where people were taught a new language - some sober, some a little buzzed. When they were tested sober, the sober learners did better. But when they were tested while drinking, the tipsy learners did better.

In other words, if you study when you are drunk, make sure you are drunk for the test too.

Also, suppsedly when you are drinking your ability to speak a foreign language is improved (up to a certain point, of course). The idea is that the alcohol lowers your inhibition about making a fool of yourself, so you just start talking.
