How would a character style be "just another manually applied font change?"

Well, let's see--it's a font change, and you have to apply it manually...

Yep, I guess that's it.

The whole point of character styles is to _avoid_ manual formatting.

In the abstract, yes--but, in the context of character formatting that's
automatically carried over into TOC entries and that overrides the default
character formatting of paragraphs with the built-in TOCx styles, they're
identical.

Rather than thinking of it as "manual formatting vs. character styles,"
try thinking of it as "static formatting vs. dynamic formatting." One
is certainly more flexible than the other, but both are manually applied.
