As far as redesign is concerned, it sure does depend...what are the
client's goals? What are the business goals? What are the user's goals?
Too, what are the technical requirements?

A Web site is more software than it is a written document. So, software
lifecycle has more relevance than document lifecycle. Think in terms, say,
of the Rational Unified Process (a form of the UML):
* Initiation: what's the projecet all about? What's the purpose? Why is
there air, so to speak...user research, business research
* Elaboration: Information architecture, interaction design, visual
design, prototyping, usability testing.
* Construction: Coding, unit testing, usability testing.
* Transition: implementing the thing--hosting, ftp-ing, sign-offs
(customer acceptance), functional testing, and so on.
