Which is precisely why we cannot say whether the price is fair.
BTW: I know someone who, a few years ago, was charged about $20,000 for a website, consisting of about 35 pages. It had provisions for easy content change by the owner and modest security. From the code behind, I recognized it as a Microsoft demonstration website that was just configured with different content. I estimated that the total time to do the reconfiguring was not any more than about eighty hours of work and probably much less. When I mentioned this to the owner he was able to renegotiate the cost.
