Anything with a dedicated indexing UI has got to be better than anything without a dedicated indexing UI.

I'm not Framemaker fan, but on that criterion alone, I'd have to go with Framemaker and IXgen.

It doesn't have anything to do with thoroughness, though--that's a human characteristic (except to the extent that, without a dedicated UI, you might get too frustrateed to be thorough)--we're just talking about ease of creation.

If there were an IXgen for Word, I'd be a customer. :)
