Uh, just an aside: DW MX 2004 is already out, bu\een out for at least a
couple of months now.

But I would neither use it nor recommend it. Spending some time in
Macromedia's Dreamweaver newsgroup I've seen many, many complains about
2004, making it appear as if this version was released way too early.

Someone else mentioned HomeSite, but it is no longer available as a
standalone product. It's been integrated into Dreamweaver MX (and rather
well, I might add).

As far as Andrea's issue goes, my first step would be to go to my manager
and say something along the lines of "I've been using Source Edit to get my
work done well and on-time, but now IT is trying to get me to give it up
because they 'don't like' the shareware model of software distribution.
Switching to something else will likely cost the company more, both in
purchase an maintenance costs, in time to learn a new program, and possibly
in overall productivity. Can you step in and push back (appropriately) at
IT?"

Personally, I like Dreamweaver's HomeSite-style of working. And for a plain
text editor that's fast, I've never found any Windows program better than
TextPad.
