Some people prefer not to mark up hard copy, and it's arguably easier just to edit an electronic file. For people who have Word installed and use it, it's also easier to add comments in a Word file than in a PDF file. It sounds like you're in such a situation, and you should encourage their willingness to review your drafts by accommodating their preferences to the greatest extent possible.

I'm sure Framemaker can export (or save as) RTF, which your reviewers can open in Word, making their changes with revision tracking enabled.

When the edited files come back to you, don't bother trying to convert them and import the changes--just open the files in Word, and transfer changes just as you would with printed review copies.

That way, it's you doing the extra work, rather than asking your reviewers to do it.
