Maybe slightly different in your version of Word, but here's the gist:
1) Right Click the picture and select 'Format picture' (if that doesn't work, left click the picture and choose Format>Picture from the menu).
2) Click the 'Position' tab.
3) Deselect 'Move object with text'
4) Click 'OK'
