The path to your source files may be too long. The WinHelp compiler gacks out at a path length of something like 100 characters. Here's the article from the eHelp KB:

Problem:
Error message: "Unable to generate the 'HelpFile.hlp' file. No errors were found in the project. An unknown error has occurred. The 'HelpFile.hlp' Help file could not be made, due to errors in the project."
This error usually occurs when the project is stored too deep in the directory structure. Where the full path to the project (including the project name) is 100 characters or more, the compiler cannot access some of the files. The directory structure includes the names of the folders (ie..Folder A has a 50 character name. Folder B located in Folder A has a fifty character name, and Folder C located in Folder B has a fifty character name. The directory tree is 150 characters in length).

Solution:
Using Windows Explorer, move the project source files closer to the base of the drive (C:, D:, etc). For example if your project is located in:

C:\DirectoryA_With_A_Long_Name\Directory_B_With_A_Long_Name\Directory_C_Long_Name\Directory_C_Long_Name\Your project.hpj (this is 102 characters total, including the .HPJ file)

you could move it to:

C:\DirectoryA_With_A_Long_Name\Directory_B_With_A_Long_Name\Directory_C_Long_Name\Your project.hpj (this is 98 characters total, including the .HPJ file)

I was putting together a couple small RoboHelp files yesterday, and
everything went well right up to the point at which I tried to compile the
help files. Neither file compiled, and all RH would say was the following:
