Measure hours per document (or something like that)? That way you'd be able over time to assign time per quantity of specific types of documents. If you built a taxonomy of types of documents, it might lead you in the right direction.

Jan Henning's point is a good one - people will tend to write to the metrics. If you follow my suggestion, it's possible that suddenly Revision Frames will become 12-hour gigs. You'll need to either construct formulas for existing dox (assuming you kept the hours for them), or disincent the inflation of hours.
