1. Can you get a Security Clearance even if you do not have a project requiring one?
As Vicki Ruiter has already pointed out: No, no way. It's a nasty Catch-22. Lots of openings specify somebody who already has a clearance, but the only way to get a clearance is to have a job that requires one. This may sound strange, until you understand that getting a clearance takes months. Plus there's no guarantee a person will pass the screening. So if an employer hires a non-cleared person for a cleared job, they have to find other work for the person while the screening is in progress, with no guarantee that they'll ever be able to move the new hire to secure work.
Pretty frustrating, no? But you might also consider whether you can deal with the practical problems a security clearance entails. I've looked into some of this (hoping to find some way to get myself screened without actually having a job), and decided that I probably couldn't get a clearance, and wouldn't be comfortable with the loss of privacy having a clearance entails. Your personal life, your associations, your politics, even your mental health, all come under scrutiny.
Which is not meant as a criticism of the screening process. Just a suggestion that you think carefully before you subject yourself to it.
