I was with you until that last sentence. I think India is a special case, because of the long tradition of high-quality English-language education. The number of cheaper venues where English skills are at that level is quite small, I suspect. I think what might happen as Indian salaries rise is that their more-British-than-American brand of English may make them a better fit for UK, Canada, Australia, etc., outsourcing than for US outsourcing, because there would be less back-end editing expense in those cases. But admittedly this is just an off-the-top-of-my-head speculation.
