The engineer's memo seems pretty reasonable to me,
because it already recognizes the need to manage
documentation and is addressing the issue of how
to get buy-in from the rest of the dept (if not
the entire company) in the apparent absence of
top-down direction from company management to
deploy a particular system.
One question: is this memo only about the docs
that you as a writer are producing, like specs,
manuals, etc., or are they not even managing their
engineering drawings, CAD files, test data, mfg
instructions, etc.? If they're not managing any
of these as well as not managing your output, how
did they pull off getting ISO-certified?
