A little research turned up a definition of Engineer on the IEEE-USA site http://www.ieeeusa.org/forum/POSITIONS/titleengineer.html#ABET

It appears that you should check your local or state laws, because in the US, jurisdictions can define what standards need to be met by someone using the title of Engineer.

Don't laws such as those cover only jobs the do state work? If so, perhaps
that was an effective straw man erected by your former manager.

If not, perhaps we've found a new purpose for the STC.... :)
