Use a revision box on the front of the document, for
internal purposes. Have them call attention to the
stuff they've added/modified.

Work with them in the project management side of
things. Set up doc review milestones in the project
timeline, with what is expected at those intervals.

Catch recurring mistakes and call them to attention
(no blame, just point the mistakes out), and provide
them with a written explanation of why not to do it
that way and the proper way to do it.
