this is EXACTLY the way I have done it for several years now and it seems to work... a lot of times, people don't want to read the additional information... usually, they want to find out "how" and worry about "what" and "why" later if need be. Initially at least it seems people are often more into the process and less into the concept when they are learning... but... if you have the information easily accessible in an appendix at the back of the book, they can read if and when they need to.

I would place the 13 fields with descriptions in a table, regardless of
the length. Admin users like tables.

I would provide the concept and procedure first, and if they need help,
refer to the table describing the 13 fields.
