That's actually quite funny. Even though the DTDs are openly available, Adept
has locked up the market for the production of military documentation. Once a
deliverable becomes sufficiently complex, you may not be tied to a specific
publishing solution vendor, but often it's cheaper to go with an existing
solution than develop your own.
Even in aviation where there are packages available for FrameMaker to meet the
ATA2000i requirements you're pretty stuck with Hobson's choice. The Mekon
