Sure. Create another Word file that contains the title and copyright pages, a TOC field, a series of pairs of section breaks and INCLUDETEXT fields--one of those pairs for each separate document--followed by another section break and an INDEX field.
Make sure the individual files *don't* restart page numbering at 1.
You may have to fiddle with the headers and footers the first time you set the whole thing up, but after that it should just work.
Once you get the book looking the way you want, of course, you still have to run PDFMaker to create the file; but that's the same as creating PDF from any other Word file.
If your PDFMaker options are set correctly, all the hyperlinks will work in the PDF file, too. (Again, that's not related to assembling a single PDF file from multiple Word files.)
