MYOB.

You're a peer. Are you supposed to know how other
peers are charging time? If so, then *maybe* you
should confront the writer first.

If you are NOT supposed to know how others you work
with are charging their time, then just lay low. Time
sheets are read by someone. If they know this person's
been out a lot and their time logs reflect otherwise,
someone may put 2 and 2 together and have a chat with
this person.
