Some possible resources for you:

The Association for Training and Development (http://www.astd.org):
Provides articles, books and case studies on a variety of training topics.
They also have discussion boards, and it looks like you don't have to be a
member to participate.

"How to Start a Training Program" by Carolyn Nilson (book): A guide to
creating plans, policies, and standards when building a training program.
The ASTD bookstore offers this online, but you might want to try Barnes &
Noble or Amazon.com as well.

"7 Steps to Better Written Policies and Procedures" by Stephen
Page(http://www.companymanuals.com/writingformat/): A step-by-step guide
to writing functional policies and procedures. Also provides a sample
template. The site also provides links to sample policies you may find
helpful.
