After trying out all the suggestions you guys have given me one after
another, the Tools palette finally showed. It was lost somewhere on my
Windows screen and just appeared after the taking advice from Kevin Cheek.

At last, what lost has been found..and may I continue to use my palette for
the wonderful manuals I am writing.
Thanks guys!
