The only difference, that I like, is that anyone can post a bug and assign
it to anyone they choose. Takes the subjective assignment factor out of the
loop. If someone thinks it's important enough, they can assign it to the CIO
of the corporation, though the first time they assign an inappropriate bug
to David is the last time they post an inappropriate (or appropriate) bug to
anyone.
