Watermarks in FrameMaker 6, Windows

Hi,

I've inserted a DRAFT watermark on the master pages, and it works nicely on
most pages -- but my screen shots and graphics on the body pages hide it
(when they fall in the same position the watermark's been placed). 

Is there any way to bring the watermark to the front, even though it's on
the master page?

I've searched the Web and archives, and found nothing about this particular
problem.

My watermark is not in an anchored frame; it IS in a graphic frame. But I've
also tried it with no frame, and had the same results.
