only contents displaying in modular html help, not topics

I have developed a large modular compiled html help facility using D2H2000.
I'm looking at upgrading the projects to the new doc to help but I'm having
difficulties with creating modular help. I've converted a couple a modules
from the old D2H to D2H6.5 and it has gone fairly well until I try and put
the chms together into a modular project. I merged the files using the HTML
Help Workshop.
The contents pane displays topics from all modules properly but the topic
pane will only display topics from the hub file. It shows a blank screen if
I select a topic from a merged chm file. And if I try to jump to a topic in
one of the merged chms via a cross modular link, I get the message 'page
cannot be displayed'.
This is similar to a problem I've just started noticing with my current
compiled help generated with D2H2000. If I jump to a topic via a cross
modular link, so I'm jumping to a new chm, neither the style sheet nor the
graphics for the topic load, just the text. If I open the same topic
through the contents pane, the entire topic displays fine. These links used
to work problem free.
