civility issue. I just don't see how it would.

I agree. Neither of the top posters on Andrew's list seems to be among the problem cases regarding civility. It is not clear how cutting down the number of permissible posts per day would raise the civility level when it would eliminate such a large number of unoffending posts.

Frankly, I do not see how new regulations will enhance the quality of discussion. There seem to be two basic ways out:

- More self-discipline on the part of the list participants.

- Increased regulation, as has been proposed by several participants: Tell offending posters (off-list) specifically that they offended and how they did - which would not be feasible without more moderators - and/or more sanctions for offenders (temporary and permanent revocation of posting privileges). The latter presumably could be handled by Eric alone, but might seem arbitrary without prior individual warnings, which again might require more moderators.
