This isn't necessarily true. That an organization's
technical experts are too lazy or otherwise unwilling
to review the material in draft form -- or even in the
habit of signing it off without really reading it -- will
not prevent them from venting their ire against the
lowly technical writer when their slovenliness results
in a customer-raised quality issue.

I just left a place like that, in fact.
