That's an accurate description of most PDF
files I've seen -- basically just paper-based
documents chucked online. I include in that
generalization Adobe Acrobat's online Help file.

I agree that one shouldn't "blame the technology"
but it seems to be a heck of a lot easier for people
to make easy-to-use online documents using HTML
than using PDF. Adobe should be doing a lot more
to provide guidance and examples in using the
online medium appropriately if they want to
escape this kind of criticism.
