I typically use the highlight tool to call attention to the item on which I'm commenting, and the note tool to actually hold the comment.

For truly minor edits, I'd simply made the change and highlight it. (As others have pointed out, other parties can use the document comparison feature if they can't see what's been changed.)

It's not my favorite way to send review comments, but it's environmentally friendlier and much faster than sending paper.
