Anyone can get into any job if they have the right skills.

Unless laws or other regulations mandate 'formal qualifications' (i.e., certifications, licenses, or the like).

PS: Some of the most unusual formal qualifications are required for some political offices. For example, the American president has to have lived in the US for fourteen years (among other things).
