Wow. I thought at first you were the person's manager, but a contractor...
Well, they're paying you for your expertise. You'd might as well share it in
the form of advice.
If the writing is indeed as bad as you make it seem, there should be Plenty
of other people looking at the output and thinking "we're paying someone To
write this crap?"
Talk with your direct supervisor/manager about what to do. You might be
given permission to coach this person. And always remember that when
coaching, you have to be objective and factual. Pointing to specific
examples of this person's writing and then pointing to specific parts of The
style guide and saying "this doesn't meet the company's standards" will Fly
better than any subjective feedback you give. Factual shortcomings are
measurable.
