I would always release the translated manual with the same
revision ID as the original its content corresponds to, and
do whatever manipulations of the release system are needed
(i.e., releasing a Korean "A" and "B" that are identical to
the "C" and then obsoleting them) in order to do it. That
way, users from different countries would always be working
to the same rev letter.
