I think the problem is that certification is being based on existing tech
writer functions. Having them is fine. However, what if to be certified, you
had to have certain advanced knowledge that only a certain percentage of
existing writers have. Three examples are (there are many others that can be
added):

- Project Management
- Process Analysis
- Basics in Programming
