I'm not up-to-date about what's happening in the STC, but I do have enough connections that I think I would have heard about any serious movement towards these goals. Every now and again, another trial balloon gets sent up about an issue such as certification, but the result only seems to be a succession of Von Hindenburg disasters. There's some talk and heated discussion for a while, then the issue goes away for a while.

However, my current conclusion is that the STC is incapable of driving any change in thise areas. I wouldn't mind being proven wrong, because I think that some progress towards these goals would be good for thousands of writers. But I don't really expect to have this view disproven any time soon.
