To follow up on what Dick said, I have an analogy:
When casting parts in movies, there are two different ways of going about
it. One is for the people already involved to ask, "Who would be good in
these roles?" When some of the main parts are cast, the actors are asked,
"Who would be good in the remaining roles?" That's how things were handled
in every company I've ever worked at.
In very large productions, though, the circle of business acquaintances
isn't large enough. That's when you pick up the phone and call Central
Casting to send down, say, 3,500 Egyptian pyramid workers, 400
spear-carriers, 150 snarling overseers, 25 snooty chariot-driving
aristocrats, three skinny comic-relief guys, three fat ones, and one plucky
child pickpocket. Central Casting goes through their skills matrices and
sends down the cast of thousands, or at least makes specific suggestions.
