A concordance is a list of key words that appear in the document.
An index takes things a step or two further and provides synonyms
for key words and providing entries for concepts as well.

So, maybe, in a book that discusses the Erase function, the
concordance has the single entry _erase_. The index, on the
other hand, has entries for _erase_, _remove_, _delete_, ...
and may even have entries like, _disk storage, reclaiming_
(reclaiming disk storage & storage, reclaiming disk)

Another difference is that a concordance commonly lists every occurence of a word, regardless of whether the occurence contains useful information. By contrast,
a well-designed index is more discriminating; it should only mention useful occurences of the word. To a certain extent, a concordance can double as an index, but only so long the users don't mind the odd dead end or two.

The reasons why someone would want every occurence of a word are usually scholarly: a concordance is useful for linguists or those studying how language is used.
