I have worked in similar environments. They are very technical oriented. This
is the kind of place that can be a lot of fun or can be horrible. It really
depends on your personality.

If you are the kind of person who likes to have expectations and deliverables
clearly defined, then this is not the kind of place for you. They are not going
to take to that kind of work ethic. They want people who will define their own
expectations and run with it.

If you like a challenge and like to learn new things, then these kinds of
places can be a lot of fun. But, there is a lot of competition and you have to
be willing to learn. That means learning the code and learning how the programs
work. It means having technical discussions with people who will judge you
based on your technical prowess. It means tolerating people with bad social
skills and chaotic management.

I would not start thinking about how you will change the place. You won't
change them. Either work inside the chaos or get out. Places like this expect
people to find their own way to contribute and pitch in. They expect you to
chart your own course and stake out your own domain. Its a management style
that does work - under some circumstances. But it is not for everybody.

My suggestion is that you learn the technology - fast. Read the code and learn
it. If you don't want to do this, you may want to consider looking for work in
a place that more appropriately matches your work ethic.
