OK, humor aside, what kind of documentation in what form for what
audience? Is there info readily available or would you have to write the
whole thing from scratch? Are subject matter experts at your fingertips
or will getting info from them be like squeezing water from a stone?

Aside from all that, are you trying to do a time estimation or a cost
estimation, both or neither?

Basically, there is no "magic formula". If there was, the wonderful
world of project management would have stopped evolving decades ago and
would essentially be a "dead art". There are so many factors in scoping
and managing a project that they cannot be nailed down into one specific
formula.
