I also disagree with this statement.  I had a boss early on in the software 
industry that taught me the opposite -- the tech writer should be the 
dumbest person on the team.  That way, when the developers started talking 
geek-speak, you could stop them and say, "Huh?  Can you explain that in 
English?"
