In response to Beena Katekar's request for proposal template sites and in
addition to Keith's and Jane's suggestions:

I've had good results simply using the same layout/organization as the RFP (Request For Proposal).

Answer each point in the RFP in the same order as requested.

Someone once said that imitation is the sincerest form of flattery and flattering the purchasing agent (who likely wrote the RFP) can't hurt.
