As for the stringent and possibly arbitrary demands, I feel your pain! I am currently working on something with similar standards.
As for a point being 1/72 of an inch. That's the best real-world number, but it's really 72.<some ridiculous decimal>. Although that difference sounds like peanuts, it can make a difference over the course of a manuscript! That's why Quark XPress (for instance) allows one to choose whether to use the 1/72 or 1/72.blahblahblah measure.
As everyone else has mentioned, font is a major factor in this, as well. Unless the client has said that it must be Arial (or some other specific font) and it must meet the measurements you've described, then the 11.25/13.5 sizes aren't even necessarily what you're after. For example, open any old publishing or word processing app and enter the same text twice. Put one in Arial 12 and the other in Bernhard Fashion 12 (or any other similarly hideous script). Poof! Not quite the same readability bang for your point-size buck.
