Even a nonexpert writer should know enough to ask about
what to do if a procedure fails, don't you think?

Not if you don't know that at a particular point, failure is an option. If
you don't know about it, would you know to ask a question based on
permissions if you don't know permissions is a factor?

Fails how? Different failures have different causes and remedies. If you
don't know the subject, would you know all of the types of failures and what
do so at each point? Would you know that maybe, to administer MSMQs, you
must have admin rights on the server running the Q?
