I would agree that screenshots are generally impossible to resize
without losing quality. This is not necessarily true for all bitmap
images, if by bitmap we mean "raster" (as opposed to vector) and not
just the BMP format. I've seen things like photographs resized with
decent results.

You're right, the situation for photographs is different - in many cases they can be resized with little visible loss of quality.

However, the problem with screenshots is not tied to the BMP (or any other) format. They are problematic to resize no matter the file format.
