It appears that cross-references are to be set manually and that
there is no tool that sets the cross-reference links automatically (right? )
Depending on the specific requirements, you may use a series of
Find/Change operations to search for a specific phrase and replace
it with a cross-reference (you need to have one cross-reference
set up first, copy it to the clipboard, and then you can use
"by pasting" in the Find/Change dialog box.
It seems that it would make sense not to use a global Find/Change,
but confirm/skip per instance, to avoid situations where the a
phrase is linked/highlighted several times in a single paragraph.
Make sure not to change the original paragraph with the term
definition as part of this process, so that your cross-references
will keep having a target.
[ Note that this will place a cross-reference together with its
text attributes. If all of your text paragraphs are the same in terms
of character properties, this will be fine. If you have some text
paragraphs with smaller/larger text or a different font, you'll
need to reset these to the default paragraph font after the
Find/Change operation.]
[ If you prefer to take the hypertext approach, it may be
possible to take advantage of marker management utilities
(eg IXgen), but as far as I know there is no add-on that will
handle this task as a built-in feature. In any case, hypertext
markers will only provide the linking; the text and the character
format have to be handled/maintained separately. ]
